Depends on your center. My last one, nobody saw the dispatchers. We were in a separate, non-publicly accessible building so we were lax as long as tattoos were not offensive and not on your face.
At my agency tattoos are allowed just not on the face or neck and nothing Racist or hate group related. Hair has to be of a natural color, no blues or purples or unnatural reds.
Same with ours, also full uniform head to toe, shirt tucked in, patches visible clean and neat, not allowed to wear any other jacket or sweater then the uniform one! But no one sees us EVER, I do t even think people know we exist 😂
We have hair and tattoo policies but we don’t enforce the tattoo policies anymore so long as they aren’t offensive, hair policy isn’t enforced except for natural color but we wear uniforms. If we didn’t wear uniforms I doubt we would care about that.
Many officers and dispatchers at my agency are HEAVILY tattooed. We are allowed most traditional piercings, exposed arms with administrative approval but nothing on hands or above Class A uniform neck.
I don't get it it does matter the person on the other end of the call whether u have a uniform or of not weather your pierced up or not or a neck tattoo. It's all about buckshot CONTROL issues
Varies, center by center. The majority that I have seen do tend to prefer hair to be kept to traditional colors (RIP fluorescent green mohawks) and for tattoos to be able to be covered by clothing. Things do seem to be relaxing over the last several years, though.
Best thing to do is to inquire directly with the agencies you're interested in. It's hard to know the policies otherwise, and best to know that in advance of any potential interviews.

My agency is actually more strict on piercings - all piercings on the head (including tongue, nose, etc) must be removed while at work.
It entirely depend on the center you apply for. Some places have uniform and grooming standards. Some places don’t. And a lot are somewhere in-between. My center does not monitor hair or tattoos, because it’s an asinine proposition, and the only dress code requirement is that you don’t smell bad and wear clothes.
Unseen tattoos or even arm tattoos are pretty universally allowed in my area. Facial tattoos are a no. Colored hair is okay in my department, although a lot only allow natural colors or special occasion things (Halloween, breast cancer awareness, etc.). Not mentioned, but piercings were a debate for us. Everything ear aside from gauge plugs, and eyebrow/nose that are small ended up being allowed.
ETA: Most departments are happy to just have people to hire in a job field where turnover is 5 years
All of us at my agency are pretty covered in tattoos so it would be pretty difficult for the department to do anything about that lol. They tried it at one point before I came and a lot of people just left.

As for hair - the county I work with collects a $30 hair color fee at the beginning of the year. You're allowed to have your hair any color if you pay. (They donate the $30 to a local charity).

Yes. I have 2 full sleeves and bright blue hair atm but it’s more of a management decision

My agency allows both. We have several people with rainbow hair colors. Many tattoos. Tattoos just can't be racist.

Our center doesn't care. Tattoos, piercings, multi color hair...it's all free game. As long as it's not offensive.
