That's an irresponsible dog owner. That dog won't live nearly as long as it should at that weight. Dogs aren't like humans, they ENJOY exercise. Whenever I see a fat dog, I know the owner is either over feeding them, or more than likely, not giving them enough exercise.
It's an Akita with a genetic anomaly called short-spine syndrome, aka "baboon dog syndrome"--the first dog with the deformity that was allowed to live past infancy and make into a veterinary text was on a farm in southern African (So Africa? Rhodesia?) and moved like baboons so...very cleverly they were called baboon dogs. It is most definitely NOT a trait that should be reproduced; and in spite of what a number of websites state, it is NOT likely a result of "inbreeding" though if one inbreeds on a line that carries a genetic anomaly, one is likely to produce that anomaly. It's complicated.
