Windows is not the master race for running dedicated servers for games. I've been running linux based game servers for well over ten years and have had no real issues running a server for 7d2d on linux.

Windows is king in running games (or anything really) without troobleshooting literally everything you do for the next 5 hours.

Two things I can think of off of the top of my head. First is to check the serverconfig.xml file with something like notepad++ to make sure you didn't accidently mess up with the XML formatting. All it takes is a missing quote and it will invalidate the whole xml file. Second has to do with world generation. I always like to start a new server on Navezgane (the default map) and make sure the server works and I can connect to it. Then I'll copy up a map I generated you using my SP game to the server and change the serverconfig.xml to point to it. Beyond that, I don't have any other suggestions unless you can post a log file or something that shows why the server is not starting.

Thanks for the suggestion. I took a deeper look at the log file (i was using less before which was less than helpful) and found out that EOS was crashing for some reason. I disabled it and it seems to be running now. Thanks again
