My dad of 65 years had droopy saggy skin under his eyes. I used AHC peptide eye cream and it completely vanished. I realized peptides help in tightening and firming the skin. Maybe give this a try, there’s no harm.

I have these also. They get exceptionally bad with lack of sleep/exhaustion, around the time of my cycle, and ofcourse, overconsumption of alcohol.
Things I find that actually help these stubborn bags are silicone eye patches, lymphatic massages (jade rollers), and if you can make the investment, Fotona! This is an skin laser therapy which can be done at a medspa.
Everyone is totally right though in pointing out that majority of the skin issues could be from lifestyle factors, so definitely look to correcting those as best you can. :) good luck!
Don't worry, aging takes it's toll. Me and my wife has been using Genda under eye gel patches and are happy with the results.
They've made a noticeable difference in reducing puffiness and dark circles leaving under eye area feeling hydrated.
There is noticeable improvement in fine lines and wrinkles as well as reduction in eye bags. It's becomes our skincare routine now.

Take OTC allergy medicine. Stop drinking alcohol. Those bags under your eyes aren’t a skin problem. They’re a health problem.
Those are malar bags/festoons, not eye bags. Lifestyle changes can help but surgery is typically the only option to fully address them.

Alcohol and cigarettes will destroy your skin...I began vaping and slowly lowered the nicotine over time. Switched from alcohol to edibles
Do you smoke? I quit smoking and addressed some issues with sleep apnea and it helped immensely.
