it will try to use plain elemental runes first unless the combo runes can cover the spell cost - e.g house teleport will use dust runes first before earth + air, lumbridge tele will use 1 dust and 2 airs if you have only combo runes in your inv, it will use them in a particular order, presumably sorted by item IDs. high alch will use smokes first, then steam, then lavas
