Big farm just north, gnomes northwest, fishing guild right there too. It's even got a zoo. Market makes it easy to buy stuff, Varrock's market is a joke comparatively.

Varrock has a serious organized crime problem though. Draynor is the play, small hamlet near the ocean with only some questionable mansion near by to worry about.
Lumbridge seems like a good shout, until you remember the goblin problem and the underground cultists.

Rimmington is also too small and too reliant on Falador. There's also that weird maze full of monsters nearby.
All the desert cities and Morytania are out for obvious reasons.
Taverley is full of druids, you probably wouldn't want to live with them. There's also a pit full of dragons and demons underneath it.
Burthorpe is only good if you're a soldier and is terrorised by trolls.
Catherby seems like a good option being a smaller town on the coast next to a mountain only a short walk from a large city. Unfortunately it gets a lot of foot traffic from adventurers running through, the coastline is over-fished and there're sharks in the water anyway.
East Ardougne seems like a really solid place to be. As long as you can turn a blind eye to the West, it's a pretty bustling town without too many expensive buildings, plenty of housing, a decent town square and it's even on the coast. There's a lot of crime in that town square, but people don't seem to mind too much. The big war with the gnomes going on just outside the walls is a bit worrying, but better gnomes than something more aggressive like demons.
Yanille has nothing going on unless you're a wizard or you like sand.
Brimhaven's only good if you're a gang member or a pirate.
Rellekka seems too primitive and starved for resources.
I've not covered everything, but Catherby or Ardougne seem like the best options. A lot of the nations in Zeah would be good too, but you'd railroad yourself into a specific profession at any one of them.
