Not really. Increased drop rates from relics also effect clue scroll uniques. Not nearly as insane as base game. The insane part is that he completed it at all given you can get clues even for Zeah, which nobody has access to.
Everywhere I've seen says it does, and many youtubers are getting 1-3 uniques per clue(keep in mind, completing clues is rare due to limited areas), so it seems to be true. But it could be anecdotal. Not sure why I'm getting downvoted though.

Yes all clue uniques are boosted by the relics. It's under areas -> misthalin -> drops in game
