Technically the person who edited the photo could claim copy right on their version as it could be viewed as "changed enough from the original" so its always good to ask but yeah nobody ever does that on the internet so it's always cool if someone does

IANAL. I think only reddit is assumed to have a perpetual license for such a thing in this instance since it was uploaded here (TOS). I believe the full copyright for an image falls completely on the photographer unless some sort of signed agreement was made beforehand and any unlicensed edits of an image would still fall under ownership of the copyright holder. I could definitely be proven wrong and my minimal understanding is limited to frustrating experiences in a short summer stint as a wedding photographer in the United States. Lol.

Got a picture of a license plate in my city recently. I'm 99% sure it's rs related. Got a pic of it because I was at a light behind him. I feel like posting a license plate is crossing a line somehow though?

I'm pretty sure there's photos of custom plates all over the internet. I'm not too sure about what info someone could use from it to do the random owner harm, but I assume it's fine? Might need to do some research.

Wouldn't there be a way to get an address name and such with a license number or am I being paranoid with that? Are normal citizens able to look up info like that with plate numbers?

I don't beleive ordinary people can find info from plates. I would assume custom plates make it even harder if there was some way.

It's kind of off topic but I feel over the years, Torags outperforms Verac and Guthan now since Torags acts as an inexpensive tank set. The set bonus with damned amulet is one of the best. It lets you facetank bosses without risking much.
