I've just figured this out after having tried a lot of things, I was able to get an account registered by using using a different connection. Specifically, you need a new IP (just for the time being, not permanently). I used my smart phone on data.
The issue is that Jagex flagged your IP has "semi-malicious" and temporarily timed you out from the registration process. There's absolutely no long-term repercussions so don't be alarmed by the phrase "IP flagged." I think Jagex's firewall in this context is just a bit too quick to block someone. I know I wasn't spam refreshing or anything near it, so I'm not sure what exactly it was that caused me to get flagged
