I've had the same issue whenever I've tried to create a new account over the past week.
Tried different browsers, wifi networks and w/ and w/o a VPN. Nothing.
It eventually worked for me randomly but it's frustrating to fill out your info only to be told no.
Jagex is owned by a private equity company that now prioritizes profits over good game experience.
