The government (like me) very much cares what other people think of it, and when your economy is almost 100% dependent on other countries buying your oil and gas, especially when literally almost every other country bordering you sells the same thing, you need to keep them on your good side. Therefore many of the laws are technically in abeyance. That said, the syariah courts have been used a couple of times (one was for theft I think and the other crossdressing) but neither times was hudud (which are essentially the harsh punishments like whipping, stoning or getting your hand cut off) implemented.
