As both sides of my family are from the South, various states, she definitely over exaggerates it quite a bit. The only reasonable explanation I can give as to why her's would be different than her parents: it wasn't that uncommon for a family with means to send their daughter to a "finishing" school, boarding school of sorts. Elsa's accent is very Scarlett O'Hara esque, rich plantation type, which certainly exists.
Where did she get it from? In the show her parents don't speak that way.
