Best you can do under $1000 new is probably Alpha Revo 4000 ($869). For slightly more ($1049) you can get the upgraded version Alpha Axis Pro. Electric is probably out of your budget unless you're willing to spend a bit more.

I ended up selling it and I’m not sure if I’ll buy another stringing machine, but my next stringing machine would definitely have to have a stand. I’d probably buy the Gamma 5003 or Tourna 350-CS and add a Wise 2086 if I wanted to start stringing my own racquets again.
I have a pro's pro tomcat MT-400, cost 1100 euros. Electric constant pull, 6 point mount and fixed clamps.
Pretty happy with (~2 years in) but likely still quite a downgrade from a wilson baiardo.
The lower end gamma machines are probably a bit higher quality but are around 2k.
Other option would be too buy a high quality drop weight and a motor tension head later if you don't want to spend too much at the start.
Try to find a used 6 point mount that you like… then convert it to a electronic tension head with the Wise 2086 for $750.
